The Multimedia Super Corridor (MSC) is a world-first, world-class act to help companies of the world test the limits of technology and prepare themselves for the future. The MSC will also accelerate Malaysia's entry into the Information Age, and through it, help actualise Vision 2020. The MSC brings together, for the first time ever, an integrated environment with all the unique elements and attributes necessary to create the perfect global multimedia climate. To spearhead the development of the MSC and give shape to its environment, seven primary areas for multimedia applications have been identified.
Flagship Application
The seven MSC flagship applications are Electronic Government, Multipurpose Card, Smart Schools, Telehealth, R&D Clusters, E-Business and Technopreneur Development.
Electronic Government
The Government of Malaysia launched Electronic Government as one of the MSC Flagship Applications with the aspiration to employ multimedia technologies to re-invent the way the government operates.
Towards realisation, the Government has appointed Commerce Dot Com Sdn. Bhd. in year 1999 to develop, operate and execute the eProcurement project based on Build-Operate-Transfer (BOT) basis. The eight years contract has been extended for an extra five years till April 2012.
Electronic Government will improve both how the government operates internally as well as how it delivers services to Malaysian citizens and Government agencies.
It seeks to improve the convenience, accessibility, and quality of interactions with citizens and businesses; simultaneously, it will improve information flows and processes within government to improve the speed and quality of policy development, coordination, and enforcement.
The Malaysian Government, aware of the potential for a worldwide digital economy, launched an electronic procurement application through the Electronic Government flagship in the Multimedia Super Corridor.
eProcurement
The electronic procurement system, better known as eProcurement, streamlines government procurement activities and improves the quality of service it provides. eProcurement converts traditional manual procurement processes in the Government machinery to electronic procurement on the Internet.
eProcurement allows suppliers to present their products on the World Wide Web, receive, manage and process purchase orders and receive payment from government agencies via the Internet.
The supplier's product catalogue is converted into the form of an electronic catalogue or eCatalogue, which can be viewed from any desktop with a web browser.
The supplier is able to submit quotations, obtain tender document and submit tender bid through eProcurement.
eProcurement allows suppliers to register or renew their registration with the Ministry of Finance through the Internet. Suppliers are able to submit application, check application status and pay registration fees through eProcurement.
The eProcurement Project started since 1999. On October 6, 2000, eProcurement successfully launched 2 modules which are Central Contract and Supplier Registration, meanwhile Direct Purchase Module was launched on 10 May 2002. Quotation and Tender Modules were launched on 27 May 2003.
The Government is currently developing a new module called eBidding module which is hope to implemented in September 2007. A pilot test has been done at few ministries such as Ministry of Finance, Ministry of Defence and Ministry of Internal Security.
